A statement from the National Directorate of Security (NDS) said the gangsters were arrested with cooperation from residents in sixth and fifth police districts of Herat City.
It added the detainees were involved in the abduction of four people, including a child and a woman, for ransom and in several robbery incidents. They are accused of torturing individuals in captivity.
A Kalashnikov, three pistols and some drugs were recovered from the detainees identified as Zabihullah, Nisar Ahmad, Niamatullah, Habibullah, Abdul Ahad and Abdul Wahab.
The spy service said efforts were ongoing to detain another four members of the gang who remained at large.
