Clinton told her Pakistani counterpart Hina Rabbani Khar in New York the US had significant evidence of the Haqqani network organising and executing attacks on the US embassy and ISAF.
The revelation has been made in a new book — Magnificent Delusions — authored by ex-Pakistani ambassador Husain Haqqani. There had been communication between the Haqqani network and elements within the Pakistan government prior to the attacks, said the book that hit bookstores on Tuesday.
“We know the relationship between the Haqqani network and the Pakistan Army and ISI,” Clinton is quoted as saying by Haqqani, who was also present at the meeting in his capacity as ambassador.
“The US believed Pakistani officials shared intelligence with the network and facilitated movement of its operatives. The Haqqani network moved men and materials across the border, and some of its operatives who moved in just or to the recent attacks were still in Afghanistan awaiting orders.
“This was not intelligence provided by Afghans or Indians but gathered from many sources,” Clinton explained, according to the book.
Haqqani writes the US wanted Pakistan to act against the network or to let the US punish it by ending ISI facilitation for terrorists. It also wanted decisive action against Lashkar-i-Taiba, a group that has links to Al-Qaeda and was involved in the November 2008 terrorist attacks in Mumbai.
Clinton also shared US concerns about governance issues. She supported democracy in Pakistan but found the civilian government adrift. “One can’t pretend that the military and ISI are not following a different agenda” from civilian leaders, she observed.
