Three bodies; a child, a woman and a man, were pulled from the water while two people are still missing, said Capt. Sayd Alem Shah, the head of accidents at Baghlan Traffic Department.
Police are continuing to search for the missing two.
He blamed the driver for recklessness, which led to the accident in the provincial capital, Pul-i-Khumri.
Another passenger was slightly wounded and was dismissed from hospital after a check up, said Zubair Ahmadi, a senior health official in the province.
"The car was speeding and the driver apparently could not keep control and the car fell into the water," said a witness, Jan Muhammad.
It was the fourth such incident in the past six months in the city, police records show.
