Annual budget presented to parliament
KABUL(PAN): Minister of Finance Hazrat Omar Zakhilwal presented to Parliament on Saturday a draft annual budget for the coming fiscal year and urged lawmakers to approve the proposed accounts as soon as possible.
If approved by the assembly, the budget would be spent on improving the security situation in the country, good governance and infrastructure. The lion's share would be spent on security, he added.
"Sixty-four percent of the budget will be spent on maintaining security and equipping and training Afghan security forces," the minister said, explaining 20 percent of the outlay would go to the agriculture sector.
The annual budget is divided into two parts -- ordinary and development budgets. Earmarked for ordinary budget is 150 billion afghanis and for development budget 65.9 billion afghanis. He asked the parliament to approve the budget with a sense of urgency.
Speaker Abdul Rauf Ibrahimi said that the financial and budget commission of the house would discuss the draft on Sunday before it is presented to a general session. He, however, did not say when the session will be called.
Under the constitution, the government should send the budget to Parliament for approval in the last quarter of the year. The Wolesi Jirga has to approve it within a month.
