KABUL): Second vice president, Mohammad Karim Khalili, on Saturday called for close monitoring of projects to ensure quality and better use of government resources.

Addressing the first-ever conference of newly-established district development council members, Khalili said: “Lack of a proper monitoring system is the principal reason behind low quality of projects.”

District development councils could play an important role in the country’s development and security, the vice-president said. The councils should be given a key role in project supervision, he believed.

Khalili asked council heads to identify schemes needed in their respective areas and urged donors for assistance.

“Up to 101 projects have been completed in Anar Dara district of Farah province, but there has been no scheme to help improve security,” said a public representative from the district, Mohammad Naeem.

Insecurity was the main hurdle to implementation of uplift schemes in parts of Marja district, the district council head, Mohammad Nabi, said.

The one-day conference was aimed at seeking the views of district assembly representatives, said the minister for rural rehabilitation and development, Jarullah Mansoori.

So far 382 district development councils have been established to assist with implementation of development projects across the country.
