In a statement, ISAF said that initial reports indicate a civilian vehicle carrying Afghan refugees from Pakistan struck an improvised explosive device in the area, killing nearly a dozen people on board.
The explosion occurred in the Zanzeer area of the border district, Mohammad Jan Rasolyar, deputy governor of Zabul, told Pajhwok Afghan News.
“Those responsible for this heinous act showed that their pursuit of power is more important to them than the sanctity of human life,” said ISAF Director of Public Affairs, Rear Admiral Vic Beck.
“Our thoughts and prayers are with the families of the victims, and we will work with the government of Afghanistan to help bring the perpetrators to justice,” he said.
