16 dead in Herat roadside bombing
Also on Tuesday, three militants, including a commander, were killed during an ISAF operation in the Charboldak district of northern Balkh province.
The explosion in Shindand occurred around noon, when a van struck the bomb in the Chahak village of the district, five kilometres from a police checkpoint, said Muhammad Salim, a police official.
Eleven children, four women and a driver were among the dead. The injured included two children and two women, who were shifted to an ISAF hospital.
In Balkh, the NATO-led force conducted a series of operations in the Ilman village, a spokesman for the 303rd Pamir police zone in Mazar-i-Sharif said.
Safdar Khan, a resident of the village, said three people, including two militants and a farmer, were killed in an airstrike by foreign forces.
A local rebel commander, Wali, was also killed, a government official said on condition of anonymity. ISAF used a kind of weapon that burnt the victims' bodies, he added.
