Wolesi Jirga OKs ANDMA, ACCI laws

The parliamentary environment protection commission’s head, Obaidullah Ramin, told the house the law on disaster management contained four chapters and 29 articles. The commission includes several ministers and a dozen departmental heads.

Currently led by Second Vice President, Mohammad Karim Khalili, the Afghanistan National Disaster Management Authority (NDMA) be headed by a minister, Ramin proposed.

But the deputy head of the authority, Mohammad Aslam Sayas, said disaster-management authorities the world over were headed by presidents or their deputies. He argued the president and his deputies were able to allocate funds for the authority while ministers had no such power.

But his view was rejected by a lawmaker from central Parwan province, Abdul Sattar Khawasi, who said all ministers had obtained a vote of confidence from Parliament and were answerable to the house. “But Karim Khalili does not see himself as answerable to Parliament.”

Later, the house decided ANDMA be led by a minister for a period of six months. Ramin said the new law would help ensure measures by various government organs for the prevention of, and a coordinated response to, disaster situations.

Amendments to the law on Afghanistan Chamber of Commerce and Industries were approved without any debate. Both bills were introduced by Speaker Abdul Rauf Ibrahimi and approved with a majority vote.
