JALALABAD (PAN election candidates complained about insecurity in Khogyani, Sherzad and Hisarak districts of eastern Nangrahar province and said they were unable to run election campaign in those districts.

Haseebi Sadat, a nominated candidate from the province told Pajhwok Afghan News, they could not visit those three districts due to instability and fear of Taliban.

Worst law and order situation would put a bad impact over election in those areas, he said.

“Although my friends are working for me in the districts but whenever they come to my main election office, they cannot take my posters and banners along them,” Syed Ikram Agha, resident of Sarkhrud district and another candidate from the province said.

According to Haji Malak Nazeer, a candidate and resident of Pachir Agam district, he could visit his own district but unable to go to those three districts for election campaign.

“Security situation is worst in those three districts as militants are active there,” he said.

“I have visited some parts of Khogyani district for campaign but I did not go to Zawa and Wazir areas of the district due to fear of militants,” Lal Pacha Azmun, another candidate from Nangrahar commented.

Independent Election Commission (IEC) must avoid sending ballot papers and boxes to those three districts as there is possibility of rigging there, he demanded.

Zabihullah, from Landkhel area of Pachir Agam district said candidates were unable to meet their voters and run their election campaign as presence of Taliban was increasingly considerably.

Election campaign was underway in his district and there was no problem of law and order at all, Malak Syed Rehman, a local from Khwazakhel area of Khogyani district said.

Abdul Malik Sulaimanzai, regional director of IEC said 33 polling stations were declared as sensitive in the province where the elections would be not held.

Besides that, 26 polling stations in Kunar province, 26 in Laghman province and 20 in Nuristan province were also proclaimed as insecure by the security forces’ officials where ekections would be not held, he added.

According to Sulaimanzai, polling would be not held at different places as well as some parts of Sherzad, Khogyani and Hisarak districts too.

“There are total 491 polling centers and with 1225 polling sites in Nangrahar province,” he said.

Col. Abdul Ghafur, provincial police spokesman said there were four kinds of polling centers in those three districts and first kind of polling centers were situate din areas which were completely under militants’ control where election were cancelled.

The second kind of those centers were in areas which were highly under Taliban’s threat and the third kind were in areas where the militants’ threat level was low while and fourth kind of the centres were in those areas where there was no threat as the polling stations were guarded by police, he explained, adding elections would held in those later three kinds.

There was no security problem in Pachir Agam and Hisarak districts while all polling stations would be active but there were problems in Sherzad and Khogyani districts, Ghafur said and offered if any candidate wanted to visit any area of the later two districts during his campaign, they had enough security personnel to guard him.

It is worth mentioned here that four candidates including Azizullah Khairkhwah and Faridun Momand were came under attack during their election campaign in Nangrahar province.

Parliamentary elections will be held on September 18, 2010 and total 200 candidates have been nominated for 14 seats in the province.
