Some Council members busy in private affairs: Ihsan

CHIGHCHIRAN (PAN province blamed some of the council members were busy in their private and NGOs’ affairs, while  residents of the province also complained the members had done nothing to solve their problems.

“The members have main duties and responsibilities to address problems of the people, to monitor government departments and to advice them, but they have not done those,” Ghulam Rabbani Hadafmand, resident of Chighcharan and chief-editor of Feruz Koh monthly magazine told Pajhwok Afghan News.

They were not present in their offices most of the time and remained busy in their private businesses, he said.

Nasima, an activist of civil society in the province believes people do not trust the council and said, “The council failed to monitor activities of government and they have not taken any measures to attract high ranking officials for paying attention toward ethnic conflicts.”

“I expected a lot of the council that it would serve people, but they did nothing,” Ramzan Adil, a student from the province said.

People thought they would solve problems of roads, electricity, schools, water, hospitals, security and, ethnic and regional conflicts, but the problems were still there, he said.  

Fazal Haq Ihsan, head of the provincial council admitted those complaints of people regarding the performance of the council and said, “People are not satisfied with our work as the council has some problems.”

Identifying those problems, Ihsan said some members of the council were active in their private matters while some of them remained absent and most of all local government was not cooperating them.

“We have not any executive authority, but yes, we have asked authorities of both the local and central government, to help the people in building roads, extension of electric lines, up-gradation of provincial hospitals and agriculture development, but no measures have been taken so far,” head of the council said.

Abdul Hai Khatibi, governor’s spokesman rejecting claims of head of the council partly, said “All available facilities are already given to the council.”
