President promises civil service reform

KABUL): President Hamid Karzai on Tuesday said civil service would improve as a result of the reforms initiated under the Management Capacity Programme (MCP). 

At a meeting with civil service experts, Karzai identified job security for civil servants as the core point of reforms, a statement issued from his office said.

In line with the reforms, public servants will be appointed based on their qualifications and their salaries increased to increase confidence in the future of the government.

Government servants would have a comfortable post-retirement life, a statement from the Presidential Palace quoted Karzai as saying. He added the British and Indian civil service models would be followed.

Speaking on the occasion, Independent Administrative Reforms and Civil Service Commission (IARCSC) head, Ahmad Mushahid, insisted on recruiting qualified people to state institutions.

Roohullah Osmani, Planning and Management Department head at IARCSC, said the MCP was aimed at setting up an administration that could provide better services to the people. “MCP was established to introduce effective reforms.”

“Low-paid Afghan servants, compared with foreigners, work with greater honesty,” believed Aimal Marjan, a civil service expert.
