TALOQAN (PAN): As part of the second phase of transition, the security responsibility was transferred from foreign troops to Afghan forces in northern Takhar province on Tuesday, officials said. 

Security Transition Commission head Dr. Ashraf Ghani Ahmadzai called Takhar one of the secure provinces, saying that the transfer in no way meant an end to cooperation from the international community.

He expressed pleasure over the security switch in the province, saying that efforts were underway to boost people’s confidence in their government. Ghani promised to inform the National Security Council of the problems being faced by Takhar residents.

Speaking on the occasion, Governor Abdul Jabbar Taqwa welcomed the process and said they were ready to execute development projects with international help. He asked Afghan security forces to better coordinate their operations.

The ceremony marking the transition was held at the airport instead of the Maqur district for security concerns. Dr. Ghani and Taqwa traded harsh words over the change of venue.

In his speech, the governor feared the gap between the people and rulers would widen as a result of the venue change. The step would shatter the masses’ confidence in the administration.

For his part, Ghani said the governor had lost all his energy because of old age and could not perform his duties after mid-day. He explained the venue change was driven by security concerns.
