Lack of quorum hinders decision on draft supplementary budget

KABUL — or the lower house of parliament — on Wednesday failed to approve the 2012 draft supplementary budget due to a lack of quorum.

The draft was presented by finance and budget commissions to the house for approval two months ago, said the commission head, Amir Khan Yar.

The government has proposed an increase of 887 million afghanis in its general budget of 133.6 afs and 150 million afs in the development spending worth 111.2 billion.

Under Article 98 of the constitution, the budget and development plan of the government is submitted through the Meshrano Jirga to the Wolesi Jirga.

The decision of the Wolesi Jirga, irrespective of the Senate’s consent, is enforceable after being approved by the president.

Speaker Abdul Rauf Ibrahimi said the assembly would take a decision on the supplementary budget during the next session.

On Wednesday, 80 of the 249 members were present. For the quorum to be complete, at least 125 MPs have to be present.
