MEC hails progress in enforcing anti-graft decree

KABUL): The Monitoring and Evaluation Committee (MEC) on Sunday released its report on the implementation of the president’s anti-corruption decree, hailing the progress made in combating graft.

Issued on July 26, 2012, the decree contemplates wide-ranging measures to fight against corruption, with the MEC endorsing the proposed steps in a statement released to the media.

It noted mixed results, saying that progress had been seen in the early stages of many initiatives. However, the committee said, no headway could be achieved in a number of areas.

The statement said 23 measures had been partially implemented, while seven others had not been enforced so far.

“Notable achievements have been made in the area of legislative initiatives, including Tokyo Framework commitments,” the committee added.

But progress in appointing senior officials, including governors, and the processing of cases through the justice system had been insufficient, it continued.

MEC Chairman Drago Kos remarked: “We are generally encouraged by the progress made by the government in implementing Presidential Decree 45. The government needs to strengthen its efforts over long term.

“Enforcing the presidential orders should not be about simply doing enough to tick a box; rather it should be embraced by ministries as a solid direction. MEC will continue to monitor articles of the decree beyond the official timelines since it is an important initiative…”

He said the committee hoped the reluctance of some ministries to share information would be addressed in its future effort.
