KABUL (PAN): A parliamentary commission on Wednesday said 37 budgetary institutions of the total 54 units had used less than 55 percent of the funds allocated to them in last year’s budget for development purposes, calling for the officials concerned to be prosecuted.

The Wolesi Jirga or lower house of the parliament’s Financial and Budgetary Commission asked the house to refer the under-spending units to the Attorney General Office.

Kamal Safi, the panel secretary, said the commission would raise the issue with the officials concerned on their failure to effectively bring under use funds meant for development activities.

He said the commission had been directed to review its evaluation of the issue.   

Last year, 1,112 billion afghanis were set aside for development purposes, but almost all budgetary units spent had been able to use half of the funds.

Below are the budgetary units which fail to use much of the funds allotted to them in last year’s budget.

Ministry of Justice has far used 17 percent of its funds, Ministry of Information 28pc, Ministry of Education 33pc, Ministry of Interior (MoI) 33pc, Ministry of Higher Education (MoHE) 33pc, Ministry of Mining and Petroleum 41pc, Ministry of Communication and Information Technology 43pc.

Ministry of Transport and Aviation 44pc, Ministry of Water and Energy 50pc, Ministry Agriculture 53pc, Ministry of Social Affair 53pc.

Key under spending government institutions are follow:

Supreme Court (SC) 53pc, Afghanistan’s High Office of Nuclear Energy 51pc, Afghanistan National Disaster Management Authority (ANDMA) 51pc, The New Kabul Development Independent Board (NKDIB) 46pc, Presidential Office 41pc, The Directorate of Geodesy and Cartography (DoGC) 38pc.

The Directorate of Science and Academy (DoSA) 35pc, The Independent Directorate of Local Governance (IDLG) 34pc, The Central Statistic Office (CSO) 33pc, Kabul Municipality 32pc, Directorate of Environmental Protection 32pc, Directorate of Brishna (power utility) 32pc, Afghanistan Independent Human Rights Commission (AIHRC) 28pc, Attorney General Office (AGO) 29pc, Directorate of Water Supply and Canalization (DoWSC) 17pc, Meshrano Jirga 17pc, Directorate of Koches 11pc, The Independent Election Commission (IEC) 9pc, The President Protection Office 8pc.
