KABUL would only advise his administration’s on whether or not it should sign the Bilateral Security Agreement (BSA) with the US.

“At the jirga, only the BSA will be debated and consultations held on it. No other subject will be discussed,” the president told members of the preparatory commission tasked with organising the tribal assembly.

During the meeting at the Presidential Palace, Karzai said: “Afghanistan is currently going through a sensitive phase. History shows our country has always benefitted from consultations.”

A statement from the palace quoted the president as saying: “Jirgas have been an ancient Afghan tradition. I deem it wise to consult elders and seek their views on all issues of national importance.”

Since the jirga represents the entire country, people from all parts, groups and communities are invited to it, according to the president, who said: “I expect the consultative jirga will take a decision based on Afghanistan’s supreme national interest and requirements, including peace and security.”

While thanking the preparatory body’ head, Sibghatullah Mujaddedi, Karzai hoped his predecessor’s efforts would come to fruition and ensure a bright future for Afghanistan.

Acting spymaster Rahmatullah Nabil briefed participants on the security measures taken to ensure the gathering took place in a peaceful environment.
