KABUL — upper house — on Tuesday called for a ban on pillion riding in Kabul and provincial capital.

The Senate decision comes days after two unidentified motorcyclists shot dead a senior Supreme Court official, Attaullah Raufi, in Kabul, where security has been on the nosedive.

A public representative from southeastern Paktia province told the house a ban should be imposed on pillion riding because most attacks were conducted by motorcyclists.

Senator Baz Mohammad Zurmati said: “One person drives the bike and a pillion rider shoots at people. The bike is an ideal source of escaping from the scene.”    

Mohammad Hussain Hotak, a member from Zabul, informed the southern province had been in the grip of target killers. But the situation was controlled after security forces banned pillion riding, he claimed.

Of the 54 members present, 46 supported a ban on pillion riding. Chairman Fazal Hadi Muslimyar promised the Senate recommendation would be sent to the government.
