Selection body work being delayed deliberately: Tawhidi

KABULinfo-icon (Pajhwok): The Electoral Reform Commission (ERC) on Monday alleged the work of the selection committee -- a body tasked with nominating members of the two electoral panels was being delayed deliberately.

Further delay in this regard would lead to the postponement of Wolesi Jirgainfo-icon and district council election, ERC deputy chief Siddiqullah Tawhidi told a press conference on election reforms.

He said they had introduced representatives of every institution as envisaged in the law and hoped the selection committee would  embark on its work soon.

Formation of the seven-member committee is one of ERC suggestions. As and when constituted, the committee will be responsible for introduce fresh faces as members of the electoral bodies.

The committee will vet applications for membership of the electoral bodies and introduce 21 candidates for the membership of the Independent Election Commission (IECinfo-icon) and 15 for the Independent Electoral Complaints Commission (IECC) to the president.

Of these candidates, the president would select seven members for IEC and five for IECC. The present members of the panels insist their removal will be against the law.

The commission has begun getting suggestions from political parties, civil societyinfo-icon organisations, womeninfo-icon’s rights activists and international stakeholders on reforming the electoral system.

The commission’s head Shah Sultan Akefi said the ERC had ascertained the views of 1,500 people across the country. The government remained committed to introducing electoral reforms to ensure free, fair and transparent polls.

On Saturday, the panel the selection committee must start its work immediately -- “an essential part of reforming the electoral system.”ERC chief Shah Sultan Akefi said the delay was raising questions about the incumbent government’s legitimacy.

He said the ERC was discharging its responsibilities in consultation with different stakeholders. Consultations with people from different walks of life reflected the need for a more transparent and simplified electoral system.

He said one of their recommendations was about switching to the Single Non-Transferrable Vote Proportional Representation SNTV+PR system from the Single Non-Transferrable Vote (SNTV).

He explained the ERC had conducted much research on the reform package submitted to the government. The multi-dimensional representation system (MDRS) is another way of holding elections and the commission is working on it.
