KABUL, Feb 12, 2013: Zarar Ahmad Moqbel, the minister of counter narcotics exchanges contract documents with US Ambassador Stephen G. McFarland, the Coordinating Director of Rule of Law and Law Enforcement in Kabul. 
Under the contract US would donate id="mce_marker"8,2 million to the ministry.
