KABUL and the United States.
A consultative Loya Jirga, scheduled to be held on Nov. 21, will debate the text of the security pact and advise the government on whether or not Afghanistan should ink the deal, providing for a continued US military presence in the country
A public representative from Kabul, Hafiz Mansoor, told the assembly: “Very knowledgeable people have been invited to this jirga, but I believe most of the participants are unaware of the BSA content.” He stressed lawmakers should be fully informed about the accord.
Other legislators also sought complete information about the upcoming tribal forum, to be attended by nearly 3,000 people’s representatives, and the agreement.
Deputy Speaker Mohammad Saleh Saljooqi, who chaired the session, said Dr. Spanta and other officials concerned would be called on Saturday to share details of the pact with Wolesi Jirga members.
A parliamentarian from northern Samangan province, Mohibullah Forqani, opposed convening the jirga and said: “The Afghans a very poor people who can’t afford this assembly where many dishes will be served…” He urged his colleagues to boycott the meeting.
Mohammad Sarwar Osmani, another MP from Farah province, suggested American soldiers should not be given amnesty. Such a move would amount to compromising Afghanistan’s sovereignty, he argued.
“It’s an issue of concern to us that an American committing a crime in Afghanistan will be prosecuted in the US,” remarked Osmani, who said Washington’s demand in this regard was in conflict with international law.
