At the start of the session, Speaker Abdur Rauf Ibrahimi said the documents of Najiba Ayubi had been scrutinised and she could not explain her programmes.
But Kamal Nasir Usooli, head of the religious and higher education commission, said Ayubi was a university student, when introduced to the Wolesi Jirga.
As such, she does not meet requirements of Article 72, which says a cabinet candidate should have a master’s degree.
But the Ministry of Higher Education had sent a letter to lawmakers, saying she had obtained her master’s degree in journalism about a month ago.
The nominee, however, faced opposition from some public representatives and was rejected by a majority vote.
