12 years on, Bamyan hospital still incomplete

BAMYAN CITY (Pajhwok): Construction of building for a hospital in Waras district of central Bamyan province was started 12 years ago but local officials say it was yet to be completed.

Bamyan governor says administrative corruption was behind the slow paced work on the hospital’s building.

Work on the 25-bed hospital was begun in 2008 with a financial support of $500,000 from Kazakhstan. After the project launched, officials had said that the building construction would complete within 18 months.

Pajhwok Afghan News reporter visiting the hospital found only walls and ceiling of four sections of the hospital have so far completed and currently no any construction process was going on there.

Residents of the district expressed concern over suspension of work on the building and said three governors were changed over the 12 years period but the hospital was still incomplete.

Haji Mohammad, a resident of Waras district, told Pajhwok Afghan News that people in the district were faced serious problems in healthinfo-icon area and the current hospital was currently stationed in an old and damaged building.

He criticized the government and said that the hospital building had to complete within one or two years, but it was left incomplete for more than a decade.

“The company which is constructing the building for the hospital had purchased construction materials from local shopkeepers but did not give their money, workers who worked in the project also did not receive their wages,” he said.

“We do not know why the government fails to control corrupt figures, the 25-bed hospital is an urgent need of people,” he said.

Hanifa Rezayee, another resident of the district also said that local people needed a standard hospital in the district as patients could not travel far distances for health services because the area was mountainous and had impassable routes.

Mohammad Amin Danishyar, a civil societyinfo-icon activist in Waras district asked Bamyan governor and provincial public health department to explain to the public the reason that delayed work on the hospital’s building.

Besides the incomplete work on the hospital, the company responsible for construction of its building is also owed to local shopkeepers, he said.

Mohammad Amir Mahmodi, a provincial council member said that the current hospital operating in an old muddy building was in bad condition.

He said that the new building for the hospital was remained incomplete during the leadership of three governors and it probably will complete in the administration of three other governors.

Mohammad Tahir Zuhair, Bamyan governor said that former governor’s corruption was the reason that delayed work on the project.

“We detained twice the owner of Etifaq Mirzad Company (the company that constructs the hospital) in Bamyan police headquarters, but his friends in Kabulinfo-icon administration pressured police to release him,” he said.

He said that he had repeatedly promised to the people of Waras to clear the fate of the hospital, but the project was currently in control of National Procurement Authority. He Zuhair hoped the problem of the hospital would be solved soon.

Bamyan public health director, Sayed Aliaqa Ayub Naseri said that the reason behind delay in construction or Waras hospital was bankruptcy of the company.

He said that after the failure of the company, National Procurement Authority canceled the contract with the company and referred its officials to judiciary organs.

“We have shared our report from the hospital with the Ministry of Public Health and the ministry would decide about it,” he said.

Pajhwok tried to contact with the officials of the company and Ministry of Public Health for comment about the issue, but failed.
