KABUL 2nd deputy speaker election persisted on Saturday when lower house members once again cast blank and invalid votes in the administrative board polls.

MPs Shah Gul Rezaee from Balkh and Ahmad Shah Ramzan from Ghazni failed for a third time to win the required number of votes – 101. As many as 200 MPs were present in today’s session.

Ramzan mustered 82 ballots and Rezaee 76, with 19 votes found blank and 22 invalid.  Speaker Abdur Rauf Ibrahimi postponed the election for 14 days to give the candidates time to campaign properly and discourage the use of blank and invalid votes.

Haji Abdul Zahir Qadir from Nangarhar was elected as first deputy speaker of the Wolesi Jirga, lawmaker from Parwan, Abdul Sattar Khawasi, as secretary and Farhad Azimi as deputy secretary on Jan. 23.

Under Article 87 of the Constitution, both houses of Parliament elect from amongst their members a chairman of the administrative board, with first and second deputy speakers and two lawmakers as the board’s secretary and deputy for a year.
