Kabul mayor comes under fire in Wolesi Jirga

KABUL members on Wednesday criticised Kabul Mayor for what they alleged failing to maintain quality work on road projects, asking the Attorney General’s Office (AGO) to probe the matter.

However, the mayor, Mohammad Younis Nawandish, rejected the allegation as biased and baseless.

The lawmakers claimed the mayor had granted projects to unprofessional construction companies and that no considerable development work had so far been done in Kabul over the past decade and the projects executed were of low quality

“The only work the Kabul municipality has so far done in Kabul is grabbing private and state land,” alleged Allah Gul Mujahid, one of the MPs.

The mayor should be introduced to the AGO for giving contracts to unprofessional people, another legislator, Gulali Noor Safi, said.

Roads constructed last year had been damaged, he said, asking the lower house to take action against the mayor for misusing his authority.

Another parliamentarian, Musa Khan Nasrat, said the mayor was unable to satisfy the house during his briefing to lawmakers on Tuesday. He suggested a parliamentary team should be set up to monitor the municipality’s activities.

Mirbat Khan Mangal, an MP from Paktia province, on the other hand, said the mayor should be summoned again. “Since most of projects are given to relatives of government officials, the quality of work remains low,” he said.

But Nawandish said the MPs had expressed their personal views and that they were angry at the municipality’s plan to destroy illegal buildings.” It is possible that property of some MPs might have been destroyed as part of the plan, therefore they are angry,” he said.

In the past, the Meshrano Jirga or upper house had praised the Mayor for his efforts to develop the city.

Meanwhile, the lower house could not approve a law on duties and authorities of the executive during today’s session due to a lack of quorum.

The draft law having nine chapters and 110 articles had been sent to the justice and judicial commission of Wolesi Jirga last year.
