“The consequences of these designations include a prohibition against knowingly providing material support or resources to, or engaging in other transactions with, the Haqqani Network, and the freezing of all property and interests in property of the organisation that are in the United States…” Clinton said.

With this, Clinton met the 30 day deadline set by Congress under which she had to inform lawmakers if the network met the criteria to be designated as a foreign terrorist organisation.

In a statement, Clinton said she had taken this action in the context of overall strategy in Afghanistan, the five lines of effort that President Barack Obama laid out when he was in Afghanistan in May.

These are increasing the capacity of Afghan security forces to fight insurgents, transition to Afghan security lead, building an enduring partnership with Afghanistan, pursuing Afghan-led reconciliation and putting together an international consensus to support stability in the region.

“We will continue to work with both Afghanistan and Pakistan to move these efforts forward and build a more peaceful and secure future,” Clinton promised.

The actions followed a series of other steps that the US government had already taken against the Haqqanis, she said, adding the Department of State previously designated key Haqqani leaders and the Department of the Treasury had blacklisted other militants with ties to the network. 

Clinton pledged the US would continue its robust campaign of diplomatic, military and intelligence pressure on the network, demonstrating its resolve to degrade the organisation’s ability to execute violent attacks.
