On Saturday, the deputy speaker warned that lawmakers could bring no-confidence motions against the ministers if they did not turn up to answer queries regarding their inability to utilise their development budgets.
Haji Abdul Qadir, a powerful lawmaker from eastern Nangarhar province, told reporters the government had sent the legislature a letter, saying three of the ministers did not hold their current portfolios last year.
However, Qadir insisted all those summoned had to appear before the national assembly because the matter was of a great importance with regard to the country’s development.
Ministers of defence, interior and urban development had not been in their current positions last year. But Qadir said a minister who did not turn up could face a no-confidence vote, arguing the Cabinet members were answerable to parliament.
On Monday, Speaker Abdul Rauf Ibrahimi said Ministers of defence, interior, urban development and higher education had ignored the summons. The remaining seven have come to the house to explain their positions.
The ministries of defence, interior, commerce, economy, counter-narcotics, water and energy, education, urban development, mines, higher education and information and culture failed to use their uplift funds.
