MPs fault draft law on recruitment exam

 KABUL members on Monday slammed a draft law of the Independent Administrative Reforms and Civil Services Commission (IARCSC) regarding recruitment exams for government employees as contrary to the constitution.

Under the draft law, 12-graders would be given a one-year work opportunity to build their professional capacity and those qualifying the special exams would be included in the practical programme.

Summoned to the lower house, AIRCSC Commissioner Ahmad Mushahid briefed lawmakers on the proposed draft law.

Twelve-graders could not participate in the capacity-building programme under the draft law, said a lawmaker from Badakhshan, Abdul Rauf.

In line with the proposed legislation, the people older than 30 years could not take part in the test, while the constitution gave all Afghans equal rights and privileges, he added, accusing the commission of making appointments in violation of merit.

Public representative from Kabul Mohammad Hussain Alami Balkhi said the test was illegal because it would deprive many people with experience of their right to work for government institutions.

Another lawmaker from Kabul, Gen. Nazifa Zaki, said the draft ran counter to the constitution and other laws. The MP asked for dissolving the commission.

In response to criticism from legislators, Mushahid said age limit was applicable to the people who recently graduated. Experienced government servants were exempted from the condition, he explained.

Seventy MPs attended the session, chaired by Deputy Speaker Mirwais Yasini, who ruled the process was against the law and should be stopped. Due to lack of quorum, a decision on the issue was postponed.
