But the Taliban negotiators, who shut their political office in Doha earlier in the month, were not independent in taking decisions, the advisor told a press conference after funeral for his brother.

A district attorney by profession, Spanta’s brother Mohammad Wali came under attack from an unidentified gunman in Kurkh bazaar on Wednesday, a police spokesman said.

The advisor blamed foreign intelligence networks for masterminding the killing of his brother. Without naming any specific country, Spanta claimed other members of his family had also received threats.

He said the Afghan government clung to its position on the Taliban’s Qatar bureau, but the insurgents were controlled by their mentors in Pakistani cities of Quetta, Peshawar and Waziristan.

Also a former foreign minister, Spanta called Iran a good neighbour and said that there was no evidence of terrorist training camps on Iranian soil and smuggling of weapons into Afghanistan.

About 5,000 people including government officials, tribal elders and area residents attended Tahiri’s funeral. The Taliban have claimed responsibility for his assassination.
