KABUL were planning major attacks in the winter after having failed to achieve their objectives in the summer fighting season.
Addressing a press conference in Bagram Air Base , Gen. James McConville said the insurgents were resorting to attacks on government officials before the end of summer, but they fail yet again.
He added Afghan security forces had independently conducted major operations in the Hesarak district of Nangarhar province and Azra in Logar, where they forced the militants to beat a retreat.
The International Security Assistance Force (ISAF) could predict Taliban attacks, but Afghan forces, with cooperation from foreign troops, would frustrate their plans, he remarked.
The ISAF commander said that Afghan forces had successfully shouldered security leadership across the country and were also winning against the insurgents.
But he explained they would need several years to develop a full-fledged air force. Singing of the bilateral security agreement between the US and Afghanistan would be a crucial step toward further strengthening Afghan forces, he concluded.
