The cards were distributed in provincial capitals and districts, as well as through mobile teams in three phases.

IEC spokesman Noor Mohammad Noor told Pajhwok Afghan News the current voter registration process would be ongoing until Nov. 11 before its scope was restricted to provincial capitals.

Scheduled to end in March, the registration campaign was launched in May to distribute voter cards to a total of four million eligible people ahead of the elections.

IEC has distributed more than 20 million and 300,000 voter cards with passing two presidential, parliamentary and provincial council elections since a decade. Noor noted.   

Expressing concerns over insecurity, the IEC considered it as a challenge ahead of presidential and provincial council elections. Confirming that handling election process is impossible due to influence of armed opponents in six districts and some other parts of the county.  

But the Ministry of Interior has given repeated assurance of maintaining security, saying security forces will attempt to address the concerns. 

The presidential and provincial council polls are scheduled for April 5, 2014.
