If elected, Ghani to introduce reforms

KABUL (Pajhwok): Leading presidential candidate Dr. Ashraf Ghani on Sunday identified economic, judicial and constitutional reforms, reigning in the bureaucracy and even-handed development of the country as his top priorities.

“We are a poor country, whose economic growth can be fuelled by foreign investment in the mining sector,” he said, estimating gas reserves in the northern city of Shiberghan could meet the country’s need for 70 years.

Calling each investor Afghanistan’s economic pillar, the former finance minister believed: “As long as we don’t strengthen the internal production system, we cannot be self-sufficient.” He promised ensuring investor security in the country.

The presidential runner also suggested judicial reforms, saying all people should know the merits of court verdicts that should be publicised.

He also called for total implementation of the Constitution, but sought changes in parts of the basic law in accordance with public needs. Every six months, the Commission on Monitoring of Implementation of the Constitution should brief Afghans on its performance.

If elected, Ahmadzai would try to hold District Council and parliamentary elections simultaneously. A Loya Jirga would be convened constitutional for suggesting amendments to the Constitution.

Besides focusing on elimination of corruption, balanced development and a decent return of refugees to the country, the noted economist said he would set up a body to register and distribute state-owned land.

He also pledged to work for improving health, human resource development and appointments to senior government positions on merit.

Peace and stability would be one the main goals of his team (change and continuity). “Peace in Afghanistan is a guarantee of prosperity in Asia and the region. We should take a rational decision on current issues.”

He went on to urge the armed opposition to wage a political struggle and thereby help the people of Afghanistan achieve peace. “We don’t fear elections, a ray of hope and we must accept its result.”

Power abuse by “self-interested individuals” must stop and people should see themselves involved in government in the shortest possible time.

He denounced the killing of two members of Dr. Abdullah’s campaign team in western Herat province, urging security forces to ensure protection of all poll workers.
