KABUL (Pajhwok): President Hamid Karzai on Sunday issued a decree awarding concessions to prisoners, including political, having served most part of their jail terms, his office said.

The decree issued on the eve of Mujahideen Victory Day (April 28) was in compliance with the Afghan Constitution’s article 63, impacting political and non-political prisoners convicted by courts.

Under the decree, juvenile prisoners sentenced to one and a half years in jail should be released without condition.

Those jailed from one and a half years to five years should be released if they had served one-thirds of their imprisonment terms.

While juvenile inmates sentenced to more than five years should be released if they had completed half of the sentence.

And prisoners, unaffected by the first and second paragraph of the decree, should be awarded concessions in their remaining terms — two to three months relief per year. 

The decree says male prisoners of 64 years age and female of 54 years age who are sentenced to five years in jail should be released if they had served one-fourth of their jail terms.

The decree further said prisoners (male, 69 year old or above) and (female, 59 year old or above) serving five-year terms should be released if they had spent half of their terms.
