Kubis was honoured at a special ceremony held at the Presidential Palace in Kabul, the palace said in a statement issued here.
Chief Executive Officer Abdullah Abdullah and acting foreign, education’s affairs ministers and a number of foreign ambassadors attended the ceremony.
Kubis was conferred the Ghazi Wazir Mohammad Akbar Medal in recognition of his untiring efforts at increasing the trust between the UN and Afghanistan and attracting increased assistance from foreign countries and organisations and the world’s body to the Afghans, the statement said.
It quoted President Ahmadzai as praising Kubis for giving important suggestions to Afghan government officials and his role in preventing civilian casualties in Afghanistan.
Ahmadzai also formally welcomed the new UN special envoy to Afghanistan Nicholas Haysom of South Africa. Haysom succeeded Jan Kubiš of Slovakia last month as head of the United Nations Assistance Mission (UNAMA) in Afghanistan and the UN secretary general’s special envoy.
Haysom, a lawyer with a long international career, has focused on democratic governance, constitutional and electoral reforms, reconciliation and peace processes, including most recently as the Deputy Special Representative of the Secretary-General of UNAMA since 2012.
