September 2015 The Special Electoral Reforms Commission (SERC) was established through presidential decree No. 40 on 16th July, 2015 as a precondition of the political agreement for the establishment of National Unity Government (NUG). The Commission is composed of 13 Afghan and 1 foreign member, [the Deputy of the Special Envoy of UN Secretary General for Afghanistaninfo-icon]. Its first session was held on 22nd July in presence of CEO Dr. Abdulla. The aim of the Commission was to develop a set and recommendations for the reform process and present to NUG to achieve the following goals.
