President bars govt organs from meddling in elections

KABULinfo-icon (Pajhwok): President Ashraf Ghani on Tuesday issued a decree barring all government organs, parliament members and the Supreme Court from interfering in the Wolesi Jirgainfo-icon and district council elections.

The president’s 44thdecree, a copy of which is obtained by Pajhwok Afghan News, was released in accordance with the election law and in consideration of the national unity government’s policy.

It read the decree was aimed at keeping impartiality of government officials and officers, strengthening security, prevention of mismanagement in the election process and paving the ground for wider presence of voters.

The decree said government officials and workers from all civil services and defense and security organs, parliament members, courts and Supreme Court officials were responsible to avoid interference in the Wolesi Jirga and district council elections.

In addition, the decree says defense and security forces have no right to arbitrary enter voter registration centers, polling stations and vote calculation areas and in case of need, they should take permission from officials concerned.

It said carrying weapons to voter registration centers, polling stations and vote calculation places was also banned.

In other part of the decree, it explains that Afghan defense and security forces are responsible for ensuring security of workers and offices of the Independent Election Commission (IECinfo-icon) and Independent Electoral Complaints Commission (IECC) in the capital and in provinces of the country as well as for voters, observers and media.

Based on the decree, Afghan security forces are also responsible to stop entry of officials’ bodyguards, officials and workers of government organs and illegal armed people to voter registration centers, polling stations and vote counting areas or any areas related to the elections.

It says government officials and workers cannot to use government resources in support or against any candidate.

According to the decree, the Ministry of Interior is responsible to deploy enough female police officers in electoral centers for higher participation of female voters and ensuring their security.

The IEC and IECC are also responsible to report any violations or interferences from officials to the relevant organs.

Security organs are responsible to refer election affairs violators to judicial organs for investigation.

The election working and advisory committee is responsible to report to the Presidential Palace about implementation of this decree.
