Mines Ministry implements 39pc of MEC proposals

KABULinfo-icon (Pajhwok): The Anti-Corruption Monitoring and Evaluating Committee (IJACMEC) also known as MEC in a report released on Sunday said the Ministry of Mines and Petroleum had implemented 27 of its 191 recommendation while 48 other proposals were under implementation.

It was the MEC second observation report about the Ministry of Mines and Petroleum (MoMP) activities after the first report in October 2018.

The MEC has identified key areas of corruption vulnerability in the ministry, according to the report.

Lorenzo Delesgues, MEC director, identified illegal extortions, poor capacity and lack of accountability as key corruption vulnerable areas in MoMP in his address to a press conference here today.

He said the MEC had provided 191 recommendations to the MoMP last year for reducing corruption and bringing reforms in the ministry and so far, 27 of them had been fully implemented while 48 others were under work. He said 116 of the recommendations had not been implemented so far.

“Each recommendation is given a specific amount of time during which it should be implemented and most of them were timely implemented but there are still many proposals which are awaiting enforcement,” he said.

“We are satisfied with steps the MoMP has so far taken, we want the ministry to make more efforts for implementation of all recommendations,” he said.

Lorenzo Delesgues said MoMP had also created a committee to help implement the recommendations in cooperation with MEC. “This shows the ministry’s commitment to transparency in its administration”, he added.

Maiwand Rouhani, MEC secretary, also said recommendations which were fully implemented included approval of new mines law, environmental issues in mines contracts, considering facilities for investors in the mines law, creating a new bill for mining and some others.

He said some recommendations such as creation of digital management system of cadastre, creation of a portal for mines and some others were under implementation.

Rouhani said MoMP was strongly committed to implementing all MEC recommendations.
