Senate refers 8 govt organs to AGO

KABULinfo-icon (Pajhwok): The Meshrano Jirgainfo-icon or Senate has referred six ministries, the Kabul University leadership department and Kabul municipality to the Attorney General Office (AGO) over different cases.

Zalmai Zabuli, head of Complaints Hearing Commission of the upper house, told today session that the ministries included finance, agricultureinfo-icon, higher educationinfo-icon, urban development, commerce and industry and education, Kabul municipality and the leadership department of Kabul University.

Zabuli said that Sharif Faiz, former higher education minister, had signed a contract with the American University of Afghanistaninfo-icon based on which 37 acres of land was allocated to the American University of Afghanistan (AUAF) in Darul Aman area of Kabul in 2006.

Based on the contract, American University of Afghanistan had to offer 50 scholarships to Kabul University students but it bought land of the same size for Kabul University in Kabul and constructed veterinary facilities related to the Ministry of Agriculture in Darul Aman area, he said.

He said the AUAF did not honor its promises and even grabbed 60 acres of land for its own use. He added that 47 acres of the land AUAF had grabbed belonged to the Ministry of Agriculture and the rest to Kabul University and Ministry of Higher Education (MoHE).

Zabulai said AUAF officials did not respond to Meshrano Jirga and did not send its representative to MoHE for clarification despite requests over the last few months.

He said acting finance minister and an advisor to the president had also been tasked to recover the land from AUAF, but not even a committee for the task could be created so far.

He said the finance minister also did not provide clarification despite requests.

The Complaints Hearing Commission of Meshrano Jirga ordered the MoHE today to suspend the license of AUAF until the problems were solved, he said.

Zabuli introduced the Ministry of Finance, Ministry of Commerce and Industry, Ministry of Agriculture and Kabul Municipality, MoHE, and Kabul University department to the AGO for not defending the property.

On the other hand, Zabuli said that shareholders of Central Silo Facility that included ministries of agriculture, commerce and industry, finance and Kabul municipality, had decided to sell the land of Central Silo Facility to Kardan University, against a very low price.

“These organs that have a share in Silo Central Facility had no words to say to this commission for clarifying this issue, 9000 workers of this facility should not be thrown out of jobs,” he said. He also introduced the mentioned organs to AGO.

Zabuli also introduced the Ministry of Education for hiring advisors against high amount of salaries. He said the people employed as advisors to MoE were not qualified for the posts.

He introduced the education minister to the AGO to provide reasons for hiring 15 people as his advisors against 150,000 to 200,000 afghanis salary each month.
