5th grade worker appointed to head WJ legislation dept

KABULinfo-icon (Pajhwok): The Presidential Palace has approved a person introduced by the Wolesi Jirgainfo-icon spkeaer to head the lower house legislation department after once rejecting him earlier.

Pajhwok Afghan News has obtained documents that show Shah Wali Bahaduri, general director for government officials’ reception in the Wolesi Jirga which is a fifth-grade job, was introduced by Speaker Mir Rahman Rahmani to the Presidential Palace to approve him as head of legislation department of the house.

A parliament member, who wished to go unnamed, told Pajhwok Afghan News, “President Ashraf Ghani accepted a political bribery and approved a fifth-grade officer (Shah Wali Bahaduri) as head of a department of which he has no experience.”

He said Rahmani in a fake proposal had written to the president that the position was vacant.

According to a Wolesi Jirga decree, the legislation department of the lower house is headed by Mohammad Abbas Sarwari, but he is attending CCPD for legislation studies for a one-year program and the position is now served in acting capacity by Mohammad Naim Wahidyar, Wolesi Jirga secretariat meetings manager.

However, the parliament member said Mohammad Naim Wahidyar had migrated to Canada and taken refuge there along with his family.

A Meshrano Jirgainfo-icon member, Gulali Noor Safi, said that Mohammad Naim Wahidyar was beaten by Wolesi Jirga drivers and Rahmani removed him.

She said she had personally seen Wahidyar with blood on his body and he complained to her too about the matter.

Wahidyar refused to talk about this issue and said he could not speak in this regard because he would face consequences.

Another credible source told Pajhwok that the Presidential Palace had rejected Rahmani’s choice (Shah Wali Bahaduri) in a letter No. 3048 on October 22.

For a second time, Rahmani sent another proposal to the Presidential Palace without consulting the Wolesi Jiga secretariat, the source said.

The proposal says, “The legislation department of secretariat of Wolesi Jirga is vacant, we suggest Shah Wali Bahaduri should be appointed as acting head of this position based on an open competition.”

The source said the president approved the suggestion on October 29 and replaced Bahaduri who had no experience and.

Abdul Qadir Watandost, secretary of Wolesi Jirga, said that both the letters were sent to the Presidential Palace without his signature and consultation.

He said acting positions approved by the Presidential Palace ended in six months before being replaced with new persons.

Seddiq Seddiqi, presidential spokesman, refused to comment in this regard.
