People’s needs unconsidered in next year’s budget: IWA

KABULinfo-icon (Pajhwok): Integrity Watch Afghanistaninfo-icon (IWA) on Tuesday said essential needs of people have not been considered in drafting next year’s budget plan while the incumbent government spent 150 billion afghanis more development budget than the previous one.

IWA’s findings show the national unity government spent 54 billion afghanis and the previous administration spent 37 billion afghanis from optional budget codes, but both administrations failed to follow the budget law.

The organization recently launched an investigation into budget spending and published the result of its findings today.

Mohammad Nasar Timori, in charge of justice advocacy at IWA, told reporters here that their findings showed people’s participation in preparing the budget plan was 27 percent in 2016 but it dropped to 15 percent in 2018.

Without giving details, he said public participation in making the budget plan for next or 1399 fiscal year was low.

Ibrahim Khan Jabarkhel, a IWA researcher, said, “Despite the Ministry of Finance consultative meetings in a number of provinces, there are still no evidence to show people’s suggestions were considered in the budget plan.”

Mohammad Nasar Timori said the national unity government in March 2018 had promised to build 6,000 school buildings within two years, but IWA found only 13.3 percent of the buildings were constructed.

However, Feraidoon Azhand, spokesman of the Ministry of Rural Rehabilitation and Development (MRRD), said the ministry had plan to construct school buildings in the mentioned time, but the Worldinfo-icon Bank did not provide adequate amount of money for the projects.

He said the ministry had plan to construct 2,647 school buildings for the first year and the rest for next year, but 200 of these buildings had been so far constructed while 1,700 others were under work.

Based on IWA findings, the national unity government spent 150 billion afghanis more development budget compared to the previous administration led by former president Hamid Karzai.

According to IWA, the previous administration spent 450 billion afghanis of total 756 billion afghanis in development budget compared to the national unity government which spent 600 billion afghanis of total 821 billion Afghanis.
