Kabul, Delhi to sign MoU on electoral cooperation

KABULinfo-icon (Pajhwok): Afghanistaninfo-icon and India will sign a memorandum of understanding (MoU) on cooperation between election bodies of the two countries.

The MoU between the Independent Election Commission (IECinfo-icon) of Afghanistan and the Election Commission of India (ECI) is expected to be signed at the end of the 10the Forum of Election Management Bodies of South Asia (FEMBoSA) to be held in India, a statement on Saturday.

The purpose of the three-day meeting between election bodies is to share experiences, and establish relations among election bodies of various countries.

A statement from the IEC said IEC head Hawa AlamNuraistan would represent Afghanistan at the meeting and talk about the impact of elections on her country’s governance, economy and security.

The IEC and ECI would sign a MoU at the end of the multinational summit to enhance cooperation between the two commissions.

At this conference, India will announce setting up AWEB Centre at India International Institute of Democracy and Election Management, New Delhi.

This centre will be used for documentation, research, and training. It will facilitate to share best practices and capacity building among members EMBs of the Association.

FEMBoSA is a regional establishment to increase mutual cooperation in respect to common interests of SAARCinfo-icon's EMBs.

In 2010, Bangladesh Election Commission for the first time organized a regional meeting titled 'Meeting on Cooperation of Election Commissions in the South Asia Region', which was later called Forum of Election Management Bodies of South Asia(FEMBoSA) as an institutionalized form.

After the meeting in 2012, the forum charter was approved. In 2013, the logo of the designated forum prepared by Bangladesh Election Commission was accepted and the Rules of Procedure for Meetings of the FEMBoSA were approved.

Since FEMBoSA creation, annual meetings were held in Pakistaninfo-icon (2011), in India (2012), in Bhutan (2013), in Nepal (2014), in Sri Lanka (2015), in Maldives (2016) and finally in Afganistaninfo-icon (2017). At the last meeting held in Afghanistan (2017) and it was decided in last meeting to hold the Ninth Annual Meeting of FEMBoSA in Bangladesh.

The agenda of the annual meetings is to hold discussions on important current topics relevant to election management and electoral process, giving special attention to the region and decisions being taken on the incoming chairperson of FEMBoSA and the hosting country of the next meeting.
