IEC, ECC asked to publicize all their decisions

KABULinfo-icon (Pajhwok): The Local Partnership for Legitimacy through Democracy on Monday asked the Independent Electoral Commission and the Electoral Complaints Commission to provide a full report of the types of ballots cast on the presidential election day.

LPLD in a statement appealed to the election management body to report not just votes obtained by each candidate, but also invalid ballots, spoiled ballots, blank ballots, unused ballots and total ballots issued.

“These figures should be reported by polling station and for every polling station that opened on Election Day. The number of voters who voted or the turnout should also be reported per polling station,” the statement said.

The statement said they also appeal for the IECinfo-icon to publicize the list of all polling stations that were categorized under the 102000 votes cast out-of-time, the 137000 suspicious votes, and the polling stations which results do not have electronically transmitted results. The IEC decisions posted on their website mention these categories but the list of polling stations was omitted.

“Specifically, and taking this as an example, the IEC reported that there are 7354 polling stations for the 102000 votes that were cast out-of-time. This means that there were 14 ballots in each of these stations.”

The LPDL said the IEC also reported that there were 3097 polling stations for the 137000 suspicious votes. “This means that there are 44 ballots in each of these stations. Without full reporting of the rest of the ballots, the LPLD has difficulty in understanding why there are such differences in the figures.”

The watchdog said the purpose of such complete and auditable reporting was to enhance the credibility of the elections and acceptability of the results.

The 1823948 votes obtained by all 14 candidates in the final results reported by the IEC only indicate the valid votes that were counted.

“But the figures for all other types of ballots, which would complete the reporting of election results, are not being reported. The international advisers fully understand the importance of this clarification for validation of this report. Thus, we request the international advisers to support the IEC in completing this report.”

The LPLD said it believed that the available electronic data in the last election made the process a credible one. “We trust the IEC has the capacity to analyze and publicize the data in order to enhance the credibility of the process and the results announced. We would also like to appeal to the IEC and ECCinfo-icon to publicize all their decisions for the sake of transparency.

LPLD deployed close to 7000 observers throughout the country for the September 28, 2019, presidential election and also deployed 120 observers in all the 34 provinces during the conduct of the audit and recount of polling station results that was ordered by the IEC from mid-November to mid-December 2019.
