Salaries pocketed on vacant Paktia education posts

GARDIZ (Pajhwok): The Independent Administrative Reform and Civil Service Commission (IARCSC) says salaries of dozens of vacant posts in the Educationinfo-icon Department of southeastern Paktia province have been going to personal pockets

Aminullah Jawad, IARCSC head for the southeastern region, told Pajhwok Afghan News that they found ghost teachers during biometric registration of and the number might be in hundreds.

“Unfortunately most of district personnel are ghost, we have found them and their number is very high, maybe in hundreds,” he said.

Haroon Mujahid, oversight in charge at IARCSC, called recent appointments and changes by the provincial education director as against the law and said the education director had been asked to reappoint former employees to their positions.

Paktia provincial council also confirmed corruption and presence of imaginary personnel in the provincial education department and said the education process of the province had worsened.

Jannat Khan Samkanai, secretary of Paktia provincial council, accused the education director and the education ministry of appointing unqualified figures as teachers.

“Yes, there are many ghost posts in the education sector of Paktia, leaders of relevant organs are involved in this corruption,” he said.

Abdul Majid Ranjbar, head of literacy program for Paktia, told Pajhwok that besides administrative and financial corruption, negligence was another problem in Paktia education sector.

He said the education director was not only unhelpful, but sometimes created problems for their programs.

“We the people of Paktia, particularly education officials cannot accept the education director anymore, the education process has been at a standstill in the province, if the education minister hears me, the education director should be removed,” he said.

A civil societyinfo-icon activist, Zahir Khan Angar, said he has collected signatures of many school principles against the bad behavior and corruption of the education director and they wanted trial of the official.

He said a number of audio clips of corruption of the education director had been exposed on social media but officials concerned did not take any action against him.

In an audio clip the Paktia education director, Kuchai Zazai, is allegedly demoing money from some people and in another clip he demands 100,000 Pakistani rupees from a person in an education seminar.

However, Zazai rejected allegations of corruption and said there were no ghost teachers in the education sector of the province. He also rejected audio clips and said they were fake.
