Af-Pak trade: Illegal chamber issues export certificates

PESHAWAR (Pajhwok): An illegal chamber of commerce and industry issued certificates of origin for Pakistaninfo-icon’s exports to Afghanistaninfo-icon and the Central Asian states.

A Pakistani newspaper reported on Thursday the Kurram Chamber of Commerce and Industry, which issued the certificates, was yet to be registered with the government.

The certificates were issued in February, but on July 20, the Ministry of Commerce informed the Model Customs Collectorate of Appraisement in Kohat that the chamber had not been registered with the Directorate General of Trade Organisation (DGTO).

The daily quoted the DGTO as saying that the chamber had not been registered with it and that the chamber head, Hammad Kazmi, had been barred from using the word chamber.

“As per Section 5 (3) of Trade Organisation Act 2013 (which strictly prohibits the use of word ‘chamber’ by an unregistered trade organisation), you are therefore advised to stop misusing the word chamber,” said a letter addressed to Kazmi on July 20.

The letter warned if the chamber did not stop its illegal activities, the DGTO would be forced to take punitive action against office-bearers of the so-called chamber.

Interestingly, the Ministry of Commerce issued another letter on August 3, addressing Kazmi as the chamber’s head.

A complaint filed with the DGTO claims Kazmi did not have a local domicile and his office was located in Peshawar.

Kazmi has also been named in an FIR for issuing forged Form E, according to the complainant.

“Kurram Chamber would demand from us money and would not allow us to do business via Peshawar and Mohmand Chambers,” Subhanullah, the complainant, told the newspaper.

He added: “I went to Islamabad and found out that the Kurram chamber was not even registered, which was why I filed a complaint.”

For his part, Kami said he had proposed registration of the chamber with DGTO four years ago and this would be done shortly, “We have never issued any certificates of origin.”

Kazmi admitted he did not have a domicile of Kurram district. But he claimed owning property there as his relatives belonged to Kurram.
