In June 2015 the Afghan Government together with the European Union and its Member States present in Afghanistan, Peace and Security also known as NAP 1325. Soon we will meet again for the 2016 Human Rights Dialogue and the EU is ready to take the next important steps forward on human rights in Afghanistan together with the Government.
Since the very open and fruitful discussions we had last year, we have seen some significant improvements in the area of Human Rights in Afghanistan. The Government launched the NAP 1325 and has since published its implementation plan. Also the Government has recently signed the MoU on the oversight mechanisms between the AIHRC, the security ministries and the NDS. EU and its member states present in Afghanistan commend the Afghan Government on the progress made on these and other issues.
The EU and its member states present in Afghanistan want to use the Human Rights Dialogue to agree with the Afghan Government on strong steps forward that can be presented when we meet in Brussels in October to reconfirm the support for Afghanistan. We encourage the Government to pursue instant progress on these issues:
- Whereas there has been some progress on the implementation of the NAP 1325, we still need to see consultations with the International Community on financing of the actions to allow sufficient funding for the continued implementation of the plan
- Launching the NAP WEE focussing on the economic empowerment of women. This is especially important for the prosperity and development of Afghan families and society
- Signing of UN Optional Protocol to the Convention against Torture (OPCAT) and creation of an oversight body in line with the recommendations given by the UN
- Clear instructions to the Afghan Security Forces on the need for full respect of Freedom of Expression and especially for journalists carrying out their work
- Introducing without delay a moratorium on the implementation of the death penalty
The EU and its member states present in Afghanistan look very much forward to a fruitful and engaged Human Rights Dialogue with the Afghan Government. The European Union remains committed to support the effort of the Government in the area of human rights.
