This time the fear of Violent None State Actors (VNSA) played key role in bringing cold war adversaries the United States of America (USA) and Russian Federation close over the track of rivalry.

Fighting through proxies is something that suit best the major powers as they are equally balanced through fighting conventionally and thus preferred to down their rivals through economic upper hand, capture of natural resources, developing alliances and waging disturbance through VNSA in each other territories.

During Cold war that lasted from 1945-1991 until the disintegration of former United Soviet Socialist Republic (USSR) the USA and USSR fought each other’s through their proxies harming one another militarily and economically. Washington supported freedom fighters in countries under Moscow military occupation and Afghanistan was its clear example.

After the end of cold war the entire world was relief, many conflicts were resolved and divided nations reunited and new era of economic development, globalization and free traded kicked off.

The global power was signally handled by the US and its western allies and Washington enjoyed its hegemony over the world, but US had to compete hard economically and should not allow fast growing economies like China, Japan to overcome her.

Who suffers?

Unfinished conflicts in Afghanistan, recent conflict in Ukrian, cession of Crimea to Russian, the Syrian crises, NATO growing military buildup, regional alliances and the use of VNSA as proxies and many others are all the issues that one way or the other had close connections with the rivalries of Washington and Moscow.

Russian are very conscious that its adversaries may infiltrate terrorists into their territory who would then carry out major attacks and would push them to instability and that would help halt growing economic, military and regional development of Russians for which they were working hard.

The Russian top officials had warned against growing power of Daesh in the Middle East and Afghanistan and thus they enhanced cooperation with countries affected by the VNSA.

Moscow involvement in Syrian conflict and hitting Daesh positions to help Bashal Al Asad army hold more ground gave a message that the former USSR did not believe US vows and military campaign against Daesh.

Both the Russian and US along with their allies were targeting Daesh in Syria and Iraq but the group was still so strong that it took weeks for the Iraqi army to retake Musal, a city in the northern Iraq controlled by the Daesh.

The recent engagement of Turky, a US ally in war against Daesh, with Russian also reflected Ankara doubts over US led war against the Daesh who committed exemplary brutality and carried out deadliest attacks in on Turkish territory.

Growing rivalry

Russian is actively involved through the hard and soft diplomacy to stop Daesh and other VNSA infiltration into Central Asia and its own territory. In their efforts Moscow used the Shangi Cooperation Organisation (SCO) platform actively and encouraged the member states to engage with Afghanistan and Pakistan to fight terrorism and groups like Daesh.

China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan formed the Shanghai Cooperation Organisation (SCO) in 2001 to fight threats posed by radical Islam and drug trafficking from neighboring Afghanistan.

There are many other things happing in the region in which the Russian were deeply involved such as Moscow growing ties with the Taliban, rehabilitation of defence and political ties with Islamabad, fighting terrorism under the platform of Afghanistan, China, Russian and Pakistan leadership and other small and major steps.

Rapid changes in Moscow policy were encouraged by growing rivalries with its former western foe the USA and determination of leadership in Kremlin not to bow to the pressure from the west.

Worries at Home

Political experts in Afghanistan had warned against growing Russo-America rivalries and asked the Afghan government to remain vigilant in these situations and ensure balance of power towards relationship with Moscow and Washington.

Russian would do everything to stop export of terrorist from Afghanistan or Middle East into Central Asian it is something about Russian never trusted the US, although Washington with the help of its western allies spend money and men and entered different territory to halt and eliminate terrorist groups and violent ideologies.

Terrorism is something that has no place and boundaries. Terrorists target specific installation amidst creating instability not controlling territories and spreading horror among people.

It has been 15 years since an international military campaign against terrorism was launched and Afghanistan rendered immense scarifies of human and economic losses. The war-torn country had little resources and time to build security and political institutions so that foreign evil designs could be averted and a more sovereign and patriotic government could had been formed.

The people of Afghanistan had once tested and become victim of the US and Russian rivalries and they had not forgotten the devastation and losses of a decade old war to free the country out of Soviet occupation. Afghanistan then suffered from internal crises such as civil war, Taliban despotic regime and again witnessed US- led military intervention to root out terrorist networks inside Afghanistan who were blamed for the strike on World Trade Centre and the Pentagon, a mission which was yet to yield results.

Terrorist still have presence in Afghanistan, they emerged with new names and more extremist ideologies, the foreign forces came to Afghanistan to shrink and eliminate Taliban who once supported Alqeada but now efforts are on to kill Daesh by the Taliban meaning Taliban could become foreigners allies in eliminating Daesh in Afghanistan something that the Russian would desire more than anyone, thus the close coordination of Moscow and Taliban could be dangerous for Afghanistan in the future.
